연구목적

Korean government announced ‘The 2nd Atmospheric Environment Comprehensive Plan’ in April 2016 and ‘the detailed plan for implementation of special measures for PM’ in 2017. This updated program is aim to reduce the air pollution over 50 percent, however the PM problems are more intensified and citizens continue to appeal for better policy to protect the national health. The objective of this study is to address current problems experiencing in Korea and classify the specialists’ perception with respect to the policies, impairment cases, and management direction related to PM.

연구방법

This study uses Q-methodology, which is a method to analyze the subjectivity of human mind. Categorizing human subjectivity is helpful to create human’s common interests and to understand the differences between their positions. Also, this study performed the system thinking in order to investigate the causal relationship by types.

연구결과

The study suggested three factors which brings the perception's difference. The three factors are about the effect in the national automotive industry, a repulsion by the depravation of civil economy and confusion of citizen by a rapid change in policy. Policy makers need to understand about the socio-economic aspects related the diesel car policy by considering the followings.
